Web40 fps is about the best you'll get. 60 plus usually only occurs in less populates areas. Other than vsync, anti aliasing, lowered shadow map, I'm not sure. Try starting the game, loading a save, then in task manager right click on anomaly and go to details then you'll see anomalyDX whatever version you're playing, or something similar.
