My main issue is the average FPS dipping into the mid-80s to 90s while CPU and GPU usage are relatively low.

A couple of great options would be an i5-13400F or an R5 7600. For the best performance, as long as you have a powerful GPU to go along with it, get an i7-13700KF. RAM
